But yet he has no telephone recording of it. My brother only requested the document with the amount of it to give to an attorney to review before he would agree to anything. He was skeptical of amount of the settlement quote. Can an insurance company claim a verbal agreement without any proof other than their word against the person’s?

If he didn’t sign a release yet then there’s no deal anyway.
