Becuase that would make it too real.
People dont watch tv to watch "reality", they watch to escape reality.
So by removing anything bad, people relax and forget their worries.

Remember in Season 2 – Stacy Warner – House’s ex was hired by Cuddy to defend the hospital & House against insurance claims and hospital risk management practices.

Because it’s a TV show in fantasy land.
If they started dealing with insurance issues it would take up the whole hour and nothing else would happen.
